Question? Is there a way to see a list of members applying for this cycle? I am just curious to see if my package is successfully passed to the board.

I keep trying but it wont let me access with my CAC (most likely NMCI is not liking the link). Can you describe the steps you use to get there?

Did you request access? I believe you have to do that first, not all AD have access.
