    Yes, judgment/common sense is a very important part of leadership. You can't put someone on report every time they do something wrong. (There might even be an aviator or two here who hasn't followed all the altitude/airspeed/airspace restrictions quite to the letter on every flight.)

    BTW, this assumes that the decision to land in the river was the correct one. Once that decsion has been made, for good or bad, then landing in the river was the only option. Just fly the profile, which would be something they have done in the simulator.
