    Yes you can be BDCP for only one year. However, that means you'd have to get your application finished a good 3-4 months before that. Six months would be better, you never know what snags you might hit.

    If you were going Navy I'd say take it again, no questions asked. Since you're going the USMC route I really don't know how they handle things. Just on a hunch, I'd say your recruiter (OSO) probably wants to see you selected and wouldn't lie. I guess it depends on how much you trust him/her.
