Yes, BDCP counts for time in service. It has nothing to do with your service obligation, only when you become eligible for retirement benefits.

No, there is not really a good way to find anything out except to ask your recruiter. It took me about three months to go from pro-rec to swearing in. These things take time and it will be especially worse now because of the Navy's overmanning problems. Good luck, I hope your situation works...
