Neither service needed a change and it's just a giant waste of money by trying to look special. If the SEALS or PJs want their own special tactical uniform I say go for it only if it helps with what they do. It's absurd that Sailors and Airman will sporting digicams to help them blend in with runways or the ships they work on. The Marines and Army wearing them is a little different story...
Question. Are the actual tactical AF/Navy guys who need real camouflage (STS, SEAL, etc.) going to borrow other services' uniforms when they go out in the bamba? Or, are there alternative versions that actually sport colors that work in the natural world? Yes, I know SpecOps usually don't care much about uniform regs, but at least before those services used the old generic "BDU"-style cammies.
Speaking of the operators (SEALs or ETACs), the ones here wear all sorts. Old and new cammies (Marines and Army style) and sometimes 5.11 style garb. I would not waste money on designing anything for those guys. They will go out and get whatever they feel is necessary to get their job done. They have been doing that for a while now.
