hmmm...I should check about up here in annapolis then...seems like it doesn't make a difference now whether I get stashed here or in p'cola, cause I'll get screwed either way. :icon_rage

Same boat as me.. forget Annapolis though. I've had enough of this place to last me a lifetime.

So does this apply only to the new guys checking into P'Cola or will it come back and haunt everyone who has been here since ... say Sept... and currently in IFS? Will the start taking back $$ or just go from here on out?

I'm a little bit confused. Does this mean that there is NO BAH for those of us who are single, non-prior and w/o follow on orders? Or just that the BAH has been altered? Or, does it mean that the BAH has been altered but will not be paid out until we reach primary (this making it almost equivalent to not getting BAH at all)?

Also, is this for A-pool only, or including all of API as well?

Finally, is there any way that my commissioning command can cut me follow on orders before I leave? I know the OC's/priors w/ families get them, so is there something preventing them from helping me out as well?

Wow how quickly things change...I reported to PCOLA in June of 06, I got full PCOLA BAH and I didn't have follow on orders. When my orders were cut to Whiting I then started collecting Per Diem. In essence I received Per Diem and full PCOLA BAH. Definitely worth checking into for people just showing up.

-Agree with FLYTPAY best thing to do is go to PSD and sit there until they answer all your questions and if you still dont understand keep asking, IT'S YOUR MONEY!!! best to know what you are entitled to...

No there should be BAH, it's that it's only around $500-600 rather than the full value.

Also, is this for A-pool only, or including all of API as well?

It should last until you get to your primary training.

Yes, it's called the needs of the navy. You without follow on orders=options. The navy can determine if they need more people at corpus or at milton and you will be sent to which ever one they need. By being free to go where they need you you're making life a little easier for them.

Remember that BAH is based on a formula that basically gives O-4s and O-3Es the average mortgage payment for the median home price in the Zip of the base that you're stationed at. The payments are then downgraded from there.

BAH is based on rental data. Homeowners' monthly mortgage payments are not used in the computation because the monthly cash outlays of homeowners are not a good indicator of the economic costs of home ownership. The variables needed to compute this include such difficult to measure factors as the expected appreciation in the value of the residence, the amount of down payment, the opportunity costs of interest from down payments, settlement costs, and the tax savings due to the interest payments deduction. Therefore, BAH reflects the current rental market conditions not the historical circumstances surrounding various mortgage loans.

Quick rundown: It's based on rental prices.

Here's an update:

I went to PSD today just to turn in some forms. First of all, BUPERS is auditing PSD... Dunno if that's gonna be in our favor or not. Secondly, the BAH transient went into affect November 1st 2007. So you guys that have been down here getting full BAH since then... watch out for a nice big bill from Uncle Sam. That's just what the lady in PSD told me, we all know nothing's for sure right now.

Secondly, regarding per diem. I was told that if you got a stamp on your orders from the BOQ saying that govt quarters WERE available, you will not be entitled to per diem, because you basically passed on cheaper govt housing to go live out on town.

Regardless, this is a load of crap. Anyway, all the pay stuff is up in the air right now.

Sooo... When, for some odd reason, they were giving me transient BAH and then took it away and made me pay the difference, they were right the first time? FVCK!! This is rediculuous.. That's gonna be over 1200 dollars I owe the gov't. That shit's not gonna fly.

The BAH-II no longer applies to academy grads stashed in Annapolis... Really thankful for that one as I've been stashed here for going on 8 months now. Hopefully that will also change for you guys down in pcola.

I think it is becoming glaringly obvious that something has been / still is seriously wrong with everything we've been hearing out of this office for the past, oh I'd say YEAR or more!

As a SNA myself down here waiting it out I plan to fight tooth and nail. I will sit on my hands until my paycheck takes any hit, though. We need to get word on whether they can retroactively take away peoples BAH. That seems ridiculous if they could, since its money that is suppose to be (and is being) spent on HOUSING, not just a glaring pay glitch. If they can take the money back it seems to me they might try to do it later on after we've left the area and are less likely to raise hell.

Does anyone know where we can start getting straight answers here? Is this decision at the discretion of the CO or the local PSD office???

What is the best way to go about this. I have been into PSD several times regarding pay, and I always have the feeling that i'm getting the runaround by whatever 3rd class PS that happens to be manning the pay desk. Not a hit on enlisted guys, at all. Just the feeling I got.

Aside from the obvious, like knowing what the regs are regarding the issue, are there any tips you guys can give to us FNGs who are getting the shaft right now?

If you really feel that you are getting bad info, politely ask to speak to the supervisor. Still feel your problem isn't resolved? Continue up the chain. Ask them to show you the instruction of what you don't understand. Read the instruction yourself and point out to them where you think it conflicts with what they are telling you. Just remember that just because they are not telling you what you want to hear, it doesn't mean they are wrong. Get your ducks in a row and present your info. Good luck.
