To piggyback on RUFiO and NavyOffRec's comments, I have heard nothing regarding Pilot/NFO being closed. I get the impression that they are misinterpreting some information provided by NRC, but you never know. Each NRD is goaled with a specific number of applications to submit for each program. In the past, we could submit as many applications as we wanted, and they would all be counted. This helped at the end of the year when each NRD was battling for awards. HOWEVER, this year they cap the number at 100%, meaning an NRD can't overshoot their goal to make themselves stand out. More applications can be submitted after that (for example, our NRD has submitted double what our goal was for Intel so far).
As others have recommended, if your recruiters are not accepting applications for programs that have not been officially announced as closed, I would seek out another district. The applicant has the ultimate decision where they work. If you choose to work with another district because of poor customer service, it's not considered "poaching" which is a hot topic among recruiters.

+1. If NRC wanted "ALL STOP" with submitting applications, the field would be informed immediately. It's happened a few times here and there, mainly for reserve officer programs.

Thanks for the insight. My application is done, so would I have my recruiter coordinate the transfer of my package to another NRD? I don't want to sour any relationships I've established, but I'd consider it if it were a viable option. My NRD has been great, so it's just a matter of unfortunate circumstances.

I would have your new recruiter facilitate the record transfer. If/when the pushback comes, the recruiter will have your statement saying you prefer to work with this recruiter.

And I'm out... I've been told they would accept my the package a year before graduation on the condition I get my final transcripts in when I do graduate. Today the PS that received my package gave me the big negative. I called my OR "Advisor" (they can't officially work me), and he/she told me the CRUITMAN allows it, but the PS tells me the 1420.1B says I can't. I read up in the 1420.1B and it says the degree is mandatory to be sent to OCS but nothing about being required for the application.

And to top it all off I cant get the 1420/1 to work!

yes, once reservist started to fall under the 1420 the rules changes, it used to be 6 month, then it was a year, then back to 6 months. The paragraph below is from the 1420.

d. Education. Applicants must possess a baccalaureate
degree or higher from an accredited institution, in a field of
study or major which satisfies requirements for the specific
designator desired.

Yes sir, That is the exact paragraph I pulled... I just interpreted it as "to get OCS Dates" and not "to apply".
So 6 months for a kid off the street. Nothing for a current Sailor.

I think I am going to separate from the Navy, then apply as a civilian in a few months. Only problem is the risk of not being able to enlist again in a manned up rate. It would crush me to lose the Navy for Officer and Enlisted.

I expected as much, and I told my recruiter that I would like to take my chances and keep SNA as my first designator, followed by SWO and NFO. He replied with the following email:

"I understand, however, I cannot send your application as is due to Pilot and NFO are closed. If you want to keep your application as is it will not be open till 30 September 2015 to submit your application. If you want to put your application in now, then SWO will need to be your first choice followed by Pilot and NFO. Pilot and NFO are no longer able to be first choice designations for the rest of this year. Please let me know how you would like me to proceed."

What can/should I do in this situation? He seems literally unwilling to submit my application the way I want to...so close to the end of the road here with the application process, kinda frustrating to run into this type of snafu.


I got the same story from my OR. I'm no expert so this is gouge. My O.R. called me with the same story, almost got me to go NFO. My father is an O5, and made a phone call to a buddy who is in recruiting… Some information got passed and phone calls were made… My NRD miraculously found room to let me apply with SNA as my first choice. So, if you can't get it where you are now, maybe consider a different NRD? Again, I am fortunate to have the family I do with the connections they have. My understanding is that the quotas are completely NRD specific, they may be trying to push you to fill a quota they aren't meeting. My guess. Take it or leave it.

either way you can't ship until you have your degree, if you want to stay in the reserves then stay and apply after you have your degree, it would only delay you a few months.
 
If some applicant brings up some "rumor" one more time, I'm going to knife hand them through the computer.

In Portland, that rumor is real life Rufio! Applicants getting shafted in the 11th hour. FYI it's worth noting that rumor applies exclusively to NRD Portland, I haven't heard anything about programs closing in other NRDs.

Right. After I have degree in hand, I have to get the new package together, processed, approved, and classed up within a year or I pass my age waiver. My goal was to go to OCS within weeks of graduating so I had plenty of breathing room for unseen emergencies that could pop up. Feel free to tell me to shut up or I will start rambling haha!

realistically even if you were able to submit now you wouldn't be going a few weeks after graduation, generally you would be a few months, but even if you left the USN you would still have to get a new application together as the applications are different, if you wait they will be aware you are age critical, you have a great ASTB so you should have an excellent chance of getting picked up.
