Sounds like quality spread has remained in place. By that I mean that performance is not the criterion(after needs of the Corps) that determines assignment. Hard to convince someone that being 30th in your TBS class buys you last choice while being 91st buys you first choice.
I think it's probably the worst system we could have, especially in advanced jets. Coupled with the Harrier cut, it encourages and rewards mediocrity. Two of my TBS classmates stated at the beginning of jets they were going to try and barely graduate thus guarantee hornets. They did just that and they are fighter pilots now. It could be pure luck, and if so OCS could be taken by correspondence. I was a distinguished graduate(top 5% annually) and wound up with my last choice.
I had hoped that I would wind up hornets then would write an article in the Gazette blasting this policy. Now it would only seem very self serving.
They do the 3 tier quality spread for airframe selection? I am not sure that makes a whole lot of sense but the way the TBS method was explained to us is that you don't want all the "poor quality" officers going to the least desired jobs, they need good leaders there as well. Besides I only know of 1 person out of my TBS class who got an MOS that they just flat out didn't want...other than air contract DORs that it. I am not sure its bad at TBS...during the flight pipeline, not sure...
I never once heard the term "quality spread" in relation to MOS selection...the only time I heard that term was in reference to the company breakdown of the company into PLTs at the beginning. Comparing the two I saw a significant number of differences between the two and therefore do not consider MOS selection in that way. If you do then fine.

That is why I didn't connect the term with MOS selection. Quality Spread at the start of TBS is done based on male/female, race, PFT scores, air/ground contract, etc...that is how they split you up into Platoons and squads...

"Quality spread" is used in advanced helos as well as MOS selection at TBS. I'm having a hard time believing you didn't hear the term "Quality spread" at TBS.
