The difference I would argue is that the COIN idea isn't quite the change that the Zulu Cobra is. In my opinion, the Z is a brand new aircraft.

I can't speak for the rest of your post, but if that's the sole reason you're changing your state of residency just be careful. Some states will go after you for back taxes if you move back at a later point in life.

I think the part I bolded is why the FAA has changed their mind and doesn't give the instrument airplane anymore. In primary you never receive authorization from the Navy, i.e. sign for the aircraft, for an instrument flight. That's a big difference as compared to the nav solos in advanced.
