    The delays are mainly a function of when the majority of guys graduate from college, which is mostly outside of the Navy’s control. Stories of major delays during the winter time, etc, are fairly uncommon.

    The ICAO rules are how you wrote it. Takeoff is only ever used with issuing a clearance or acknowledgment of said clearance. Some foreign countries pilots’ command of English is lacking so making sure takeoff is only part of a clearance is vital.

    Very true, like anything it’ll vary on personal preference. I know a few guys in SE Asia that have absolute mansions on only their retirement. They also are well versed in the local language which definitely helped.
