Kind of what I was hinting at, these days you usually have a US MPRA for a big transit, not always but usually. That kind of reduces the advantage of the Romeo for those transits given the Sierra's superior SUW punch. Agree that non-US MPRA tend to be useless, just about anywhere in the world.

I'm willing to entertain different possibilities. At first blush, no doubt, by far the most likely explanation is some type of black program (maybe ours, maybe some other countries'). But 16 years is a long time for something like that to be kept completely quiet.

The discussion of FFG COs is OBE as the last of them is now in major command. The new discussion would be LCS CO vs DDG CO (or LSD CO), not really worth much discussion IMO. These are simply slating decisions. Slightly dated example, but same as comparing CO of a Hornet vs Rhino squadron...

The numbers are slim across the board, I'm sure we've all known many phenomenal O-6s that don't make it. SB has some interesting stats on this actually - once you get to very senior ranks, something like a 30-40% of all 3/4-stars are nuke-trained, between SWO(N), Sub drivers, and post-CVN command.

VADM Rowden, the last SWO Boss, was a nuke; I had a CSG CDR recently who was a nuke. Anecdotal, but I think they tend to do fine for flag (statistically on par with non-nuke).

Single JOs don't live on base in Japan. You'll get OHA; major difference between OHA and BAH is you can't "bank" OHA. They pay you the exact amount of your rent. You get a monthly allowance for utilities which you can "bank."
