If I remember right, it would base your fitrep cycle on your checkin to the command vice whatever month your rank is due and COCs. It also changed the direct competition for #1 EPs somehow (I think to give the latitude that if you have two actual superstars you can reward both appropriately, and if you have none, doing the same vice putting all your effort behind the best of the "less than stellar"). I'm sure it's evolved since I was briefed on it.... And Brett likely could contribute a lot more about its current form.

If I have 4 Due course LTs rolling, I can take care of all of them. It sounds good. We’ll see how it actually works though.

So it’s basically a federal employee DCIPS rating.

It wasn’t bad. Seemed to work well.

The low performers got left behind but no one was really ranked against each other. All the GG-13s just got rated by the Directorate they were in and we got a copy.

same for the GG-12, GG-11, etc. No one competing against each other.

What I did like was the yearly bonus. If your DCIPS rating was above the average you got a bonus. Some years I got 2500 bucks. The navy would never go that far but it would be cool.

That sounds promising, because like it or not, incentives drive culture. And if you can take care of all 4 LTs that deserve it, they're going to be more likely to work better together as a JOPA. No one's chasing that one brass ring, and conversely if no one deserves it, oh well.

there was a guy who was senior to me by 4 years. I was a brand new LT and he was going to be in zone the next year. Fitrep cycle comes around and they give him the EP and the Colonel signing tells me that the Navy element CO said that because this LT was closer to zone he deserved it, etc, etc. And it would be my turn next tour. Don’t take it too hard. I was getting out anyway so I didn’t even care.

problem was everyone knew the guy was a walking trainwreck including the colonel and the navy element CO.

long story short. Gets promoted to O4. Takes his new job. First thing he does is fail a certification and get fired.

literally everyone knew he was a problem and no one stopped it.

Long story short, this scenario is a reason to rate you lower than him, but not a reason to rate him as an EP. the system is designed to give you good paper when you need it (and not before). That doesn’t mean that underperforming officers necessarily get EPs just because they’re due to roll. Once again, that’s on the RS, not the system.

I'm also sure that (presuming you are still AD) they won't notice at all that you violated a slew of orders to stay at home.

WTF are you talking about? There is no requirement to “stay at home.”

Again, there is no requirement to stay at home. Local commanders have all issued guidance for liberty. Mine includes a 3 hour driving radius. YMMV, but thanks for living up to your reputation as a buzzkill. ?

Honest question: as a brand new LT, did you have all of the qualifications and experience to be a DH? If not then it was appropriate for your CO not to give you an EP... you were not 'the best and fully qualified.'

The fact that someone got an EP when he was a poor performer is a bit of a separate issue. From a policy perspective, PERS empowers and encourages COs to write 'Do not recommend for DH/LCDR' on fitreps.

Now you’re being ridiculous. Should I now follow the guidance given to imminent deployers instead of that issued by my own O7 commander at a shore training command?

C'mon, I give Brett shit when I think he's out to lunch (whether I'm right or he is, who cares). Same with a few others on here. There are definitely people I tend to agree with more and some I agree with less on here.

If the rules are more restrictive in other places, that is on them. I hate the rules in CNATRA (100 miles for out and ins, etc). Not Brett's fault. I can still disagree with him on a lot of issues politically while not hating him for the sake of it all!
