It would be highly unlikely your recruiter spoke with the OCM, more than likely your recruiter spoke to the PM at NRC that would review the SNA/SNFO applications, who then would send them off for review. The PM review is what would take the most time as that is the person that would make sure the person meets all the requirements so the OCM just needs to do quick checks.
 
It’s not unlikely my recruiter was either trying to simplify his explanation for me, or is also as ignorant to the difference as I am.

Very optimistic though, seems like it’s fr this time, June board is finally happening after 3 canceled in a row, and first dips too on quotas the official (1/4) first board of the FY!
