Did you call them or email them? We have similar stats, minus TIS, I’m at 7 years, but I just turned 31 and needed an age waiver and technically a gpa waiver. Both waivers have been approved and I got confirmation that I will be on the upcoming board in June

Supply is currently the only designator where the OCM (I think she is the assistant OCM?) does this, most do not because the pool of candidates varies and they can say improve X, Y, Z and then when a candidate does and doesn't get selected they wonder why and why is that the caliber of candidates has changed. If I remember right this board had many more spots open compared to candidates applying as the past several boards they didn't use all their selections.

This policy could change as officers don't stay in billets for more than a few years and it seems like she has offered this to AD for close to a few years now.

I am active duty and wasn’t selected as well. Will be putting in again for the upcoming May board . I will be applying for both IP and Supply.

Currently pursuing my masters in cybersecurity policy and management.
Bachelors : Bsc Computer Networks and Cybersecurity
GPA: 3.94
Current Status : Active duty / LS1 / 7.5 yrs service
AOR: 40
Awards: 3 NAMS, 2 FLOC ( About to get another NAM) making it four in total .

If you don’t mind me asking why don’t you retake your OAR and then reapply for IP Officer? You have the education, GPA, TIS isn’t a hindrance here. You’d just need to study and cut a 50 or better and I believe you would be selected for IP.
