Have you become acquainted with the "Pacific Northwest Mutant?" Kind of hard to describe with text, but once you ID one, you'll never forget it. They're a weird genetic mix of burned out hippy waistoid and NW hick/dullard. There's probably a Sasquatch raping somewhere along that family tree as well. You can spot them by their light brown/dirty blond, disheveled hair, vapid blue eyes which stare dully into space, complementing their already confused facial expression. They can be seen roaming the streets of Oak Harbor (often in pairs), possibly bagging your groceries, or making use of Island County's free transit system. Keep your eyes peeled! They're a sociological treat.
