How come I've never seen any of these cheerleaders on any boats I have been on?

Must be bad timing or your request chit might have gotten lost. Granted big decks seem to get most of the action....but that's where you will be soon enough so better decide which team you want to visit (of course COD drivers get to fly 'em on and off).
