Will my prior service (8 years) affect my new pay rate as a O1E?

Your commissioning documents should have your prior service. It does go into your record along with number of years served.

I do believe I have 8 good years. I only missed one AT in2002 when I had knee surgery and the CO did not let me make it up.
Does anyone know if my COMDOCS will/should state all of this? I would hate to sign something that does not guarantee me what I am entitled to.

I would highly recommend you obtain an updated copy of your statement of service from the Army Human Resources Command that reflects your time in the Army Reserves. Make sure it is not missing anything!

I recently had to make corrections to my Navy statement of service because a couple of sets of AT/ADT orders from years ago did not make it into the system.

......The good deal stops at O-3E, and every LCDR is just an O-4.

I wouldn't say the good deal stops, rather the E goes away. The pay for a 16 year 0-4 is substantially better than an 0-4 with 8 years.
