I haven't heard any official reasons for this state of affairs; but what I have heard is that when the AF and Navy were deciding what to put in the plane, the Navy sent O-3/4's, while the AF sent O-6's to the meetings. Apparently it was going to cost another $10,000+ per plane to equip them with TACAN, which the AF was not interested in shelling out. I'm not 100% sure if this is true or not though.
