I vaguely recall it being for coming on/off of sea duty. The allowance of which is indicated in your orders. I can't say for sure though.
People going from Advanced to the RAG have been getting travel and proceed time. The travel time is based directly off the Navy milage tables. For every X number of miles, you get a day of travel time. Proceed is additional time to get things in order before you leave or after you arrive. I think you can get up to 4 days proceed.
There may be a difference in how you are payed (per diem, travel allowances, etc), but I am going to leave that for someone else to answer.

Great post, but a rather confusing read. Have I ever mentioned that I'm glad I'm a pilot rather than Admin:yuck_125:.
Maybe it will make more sense to me when I have my next set of PCS orders.
Just wait until you get to your squadron and are a Divo. You'll be expected to make sense out of all that stuff.
