If you're shipping it yourself INCONUS, then the driver will generally meet you (or someone you authorize) at a place he can easily get to and unload (which won't be on a military installation).

It's gonna be hawaii to newport. is it fine if I will pick it up after ocs? are they going to charge me for storage?

OCS isn’t a PCS. It’s technically a I-stop. They will not ship your POV till you get your orders out of OCS. Only exception is if your overseas and have dependents, then you could do a early return of dependents to your HOR. DM me if you have questions I recently graduated and I came from Hawaii as well.

@Po2baum will have far more current info, but at the end of the day, you'll need to talk to the government office that handles the shipping to get the details.
