Second- I think I figured that one out (looking at my uniform)
 
As one who wears both NFO and NAC wings, it's because the board's primary focus is on officer communities.

As for Steve, he gets his SWO pin "water wings" as a concession for all he does - small price. We also let him wear a helmet and a harness, but think more "hyperactive 7-year old" than aviator. :D
