As one who wears both NFO and NAC wings, it's because the board's primary focus is on officer communities.

As for Steve, he gets his SWO pin "water wings" as a concession for all he does - small price. We also let him wear a helmet and a harness, but think more "hyperactive 7-year old" than aviator.
