Maybe at the theoretical level but there are very few skills that translate from sailing a 27' boat to being OOD on an 850' ship.

If you actually get qualified as an offshore Skipper then you learn a helluva lot about seamanship and law of the sea, and that translates quite a bit.
That said, being a grinder on a boat doesn't really translate.
True, but most guys aren't going to be sailing offshore. Sailing a laser in a lake or a 27' in a bay are very different from the experiences of the gal I dated whose family TRANSPACd on a sailboat and had to maintain watches, etc to navigate the open ocean. But getting to that point is a big jump from renting a sailboat at the local marina.
