You do not want to be the guy that is known for aiming for the absolute minimum. It will reflect on your subjective grades.

Being a PT stud isn't required, and it doesn't always impress Navy guys too much. Still, don't be "that guy."

Actually, PT scores are counted in your commisioning rank
What I was referring to was your CO's subjective "score" of you, which is most likely going to be based on what the NROTC staff thinks of you. If you appear to be that guy/gal that isn't putting forth 100% effort, well then, you'll probably be rewarded accordingly.
