NAVY RESERVE CENTER WARFIGHTER SUPPORT POLICY

Although I’m retired now, I’m enthused to see recognition at the highest level of the Reserve of the rotten performance of the TAR component in NRC assignments.

For the unenlightened, paragraphs 4 and 6 really set the stage for how shitty these sailors behave and the lack of accountability up the chain to the NRC COs at several NRC sites. I have worked with some departments at some NRCs that have been excellent in their support, but unfortunately the broader experience reflects what’s being called out in this notice.

Things just get more bizarre. I recently called my NRC admin shop over the course a week re: orders. I learned they all switched to IP based (MS Teams) telephony with telltale funky area codes. Nobody answered the phone… took me four days of calling to get someone in the chain to pick up. Unusual? Maybe not but the anecdotes stack up.

No, it's not unusual. Not answering phones, not returning multiple emails, and never being on Teams or responding to messages there was the norm for most TARs I had to engage with at NRCs San Diego, Washington, Baltimore, and San Jose.

Fort Dix, Alameda, and New York City were somewhat better.

And it's not a universal. When I was not assigned to NRC San Diego, was in the area for AT, and was bumping up against a suspense for medical readiness, their N9 hooked me up with an appointment and I was grateful to the HMC there for that.

Sadly, that type of experience was the extreme rare exception, and too many times as an O-5 a complete lack of engagement from the TARs required my escalating progressively to NRC COs, regions, or even in one case an IG.

The comms scratch the surface. The friction with the NRCs is about 80% explanatory of why I dropped to the VTU my final year and punched out at 20 vs staying in.

Are they in alignment with everything in this RESFORNOTE? Probably not, but most of the important stuff seems to get done, and I usually get a response in a reasonable timeframe. Most of the head hurters I deal with seem to originate from higher levels rather than my command, which has largely been my experience throughout my career both active and reserve component.

Seeing as how snake suggested RIF'ing TAR in another thread, if you didn't have TAR, how do you envision your NRCs be staffed?

I'd advocate the Navy Reserve consider looking at the feasibility of adopting an operating model closer to the Air Force Reserve. They do not have NRC equivalents and seem to rely on tighter integration with supported active duty commands for their admin responsibilities.

The rationale for the NRC construct seems to emphasize more flexible geographic options for SELRES members, but in practice that no longer seems reality as in my last years units I was with all but demanded their cross assigned in Sailors come on site for drill or face admin Us.

I'm also not painting a broad brush on sentiment towards the entire TAR; the NRC component is a subset of that group.
 
My first experience in the Navy was showing at my NRC for INDOC.. and yeah, it wasn't special. I walked away thinking, "If this is what my unit is going to be like, what did I get myself into?"

4 years later and my NRC has become very good. Great CO, great SEL, and most (most...) departments run quickly and efficiently. I make a point to send ICE submissions every time someone goes out of their way to help me, which has resulted in at least a couple of liberties for junior enlisted there.
 
Sooooo, no more 'Training Thursdays' every week and 2 hour lunches where no one is around at one of the biggest NOSC's in the country?!

a. NRC standard service hours will be Monday through Friday, 0800 to 1600, inclusive of drill weekends. Service hours are periods where NRC staff are expected to provide continuous support and assistance to SELRES personnel.

d. Uniformed staff members must receive a 45-minute lunch period, staggered, to ensure continuous operational coverage and uninterrupted service to SELRES personnel.


I stopped by NAF Washington at least 3 times to get stuff done during the week to find it all but abandoned or closed off for customer service.
 
I've started going direct to REDCOM folks on teams, who are always online and responsive.

NRC is... well. they can muster me, since I can't muster myself.

Fair enough. I can see that making sense in theory, as that's partially the construct that goes into effect when we mobilize, since we're usually augmenting an active squadron.
