I'm curious if anyone knows at what stage of procurement is a model manager assigned? And is there a natops conference somewhere along the various PMA acquisition milestones?

No clue when it happens. During the acquisition process (This is all public knowledge) there is a Draft NATOPS manual, Preliminary NATOPS manual and finally a Progulmated NATOPS manual. Those are written at various points in the process
