Probably no one.
To my knowledge, there is not a funding program associated with procuring any significant ASW capability for Marines.
A expeditionary SOSUS-like capability is way more feasible (in my opinion) than getting into the HSM and MPRA business.
At Tailhook in the late eighties the Air Boss came down to the viking suite and spoke to a bunch of us about the V-22 as a VIking replacement. I think the idea died right then and there. If there isn’t a platform that can monitor the buoys, then there’s no sense in having buoys there.
