Minor quibble since this is a SELRES-related thread . . . reservists can't be looked at below zone. The purpose of BZ promotions is to grow "seed corn" that will have enough time to fill meaningful senior flag roles before mandatory retirement . . . and there's only one reserve three-star.They're not mandated AFAIK. Title 10 only requires something like 6 or 9 months for jg and LT, but the Navy pushes it to two years. That part is definitely by instruction, but I didn't think screen groups for O-4 to O-6 were, especially since you can get selected BZ, and that resets your timing.

Also a concern, but O4 has been a worry as well.I don’t think it’s the O-4 board, it’s the O-5 board where the timing will really hurt them.
