My take on what RUFiO said is that he expects it to re-open, but there is no official decision as of yet, and yes it has been closed to non-priors.

Well, I'm still waiting to get a copy of my N3M from my OR. Only been 2 weeks now...

Though, since I am PQ'd for SWO, I have normal color vision by Navy standards to PQ for URL designators. So, either I am NPQ'd for something else and my OR miscommunicated the results to me, *or* my OR was mistaken about being NPQ'd at all and I should have been submitted to the last board (from my understanding the former is more likely due to the wording of the letter).
