I'm not a financial advisor, everything I've learned about financial derivatives I've learned on my own so take it for what its worth

My answer is yes. If you want proof go look at what happend to the price of oil when the SEC restricted the shorting of financials, oil prices shot up. Why? Because shorting financials wasn't the cool thing to do anymore... so the money went back into oil.

Also, I don't really understand what you mean by illegal. How can anything possibly be illegal if in every trade the buyer and seller agree on a price? It would only be illegal if one trader held a gun to somebody's head and made him trade at a price he didn't want to.

An example is naked short selling which is basically not borrowing the shares before you short
