Seems to me like the Navy has similar problems in various communities; more than enough JOs and not enough at the O-5 level. I know in Supply they have about a 95% selection rate for O-4 right now with the other 5% being mustang O-3s who put in for retirement. Seems to me we could fix these problems by adding some flexibility in the rigid officer promotion timeline.
