Roger. Maybe I should ask "who sees the super secret equation used for selection? You know, the one with drunk monkeys throwing darts at a big wall with P-3s, helos, jets, etc."

Rumor mill has it that there are still quotas for selecting different communities (outside of NSS and true "needs" of the Navy). That's just the rumor mill though, not sure if there's any bearing of truth.

There is no super secret equation. The formula in the curriculum guide is the formula. Basically, selection is done like this.

Each week selectors are stacked by NSS. Take the top student, look at his first choice. Is there an available seat? Yes? He gets his first choice. No? Look at second choice, then third choice. Go down the list of students one by one using the same process.

Seems straight forward. The trick is on any given week, there really isn't a definitive set number of seats for each pipeline. The officer(s) doing the selection are looking at current needs and future needs for the entire enterprise (all pipelines). They also have to look at the general makeup of the selection class. Perhaps this week there are 10 selectors with a 60+ NSS. The enterprise needs to select more of these students for jets, even if not needed right now, because there will be other weeks with very few or no students with a high NSS. In addition, they need to consider how many potential selectors are projected for the future. Some pipelines have little flexibility when it comes to class size or start date. So, if Primary has been providing too few selectors, sometimes a larger percentage will go to a specific pipeline.

That's where it get complicated and that's where you can't try to figure out what the "rules" are. It is people trying to make tough decisions using their best estimate of what the future will provide and require. The bottom line is they want to do what is best for the enterprise (Navy/Marine Corp aviation).
