When it comes to officer recruiting they are very strict, when there are waiverable items they limit the number of applicants with waivers they will accept. They were so strict in the past that if a person was going for aviation and ended up being rolled back in OCS which caused them to go over the age limit for commissioning aviation they would have to drop or redesignate, thankfully I believe they stopped that. Its the Navy, there is a waiver for everything. Also, you never know just how strong of a candidate someone is or how highly they have been recommended based on interviews or appraisals. If ive learned anything in my career so far, don't underestimate your shipmates too much.
