I will go with this since most of the people are AD. This is an opportunity for the COC to publicly congratulate these sailors in any way they see fit, it could be a 1MC announcement, or it could be they are called to the bridge, the CO show up to the person's morning quarters, etc....

There are many things a CO does that are not enjoyable, this give them a chance to see the sailors joy when he gives them the life changing news.

You are not the only one to do this and you won't be the last, everyone learns.
