I'm applying out of the Sacramento office, and when I got a hold of my recruiter he said that they aren't reviewing applications from the west coast and specifically Northern California. wondering if anyone else from NorCal has heard the same from their recruiter?

This sounds like something that district is doing as the spots available are not restricted by any area, if you look at the past results you will see people selected from all over the west coast.

The other thing could be your recruiter doesn't think you are competitive and trying to wait until he or she thinks there will be a board that will give you a better chance.
