What does “do not return” means? Commissioning into the navy is basically done? Or can you still apply to upcoming board? The board doesn't give feedback.

Thank you! I asked my recruiter if I could provide them and he told me there was no need. I wanted to at least have 1 but there’s nothing I can do now. Hoping for the bestYou don’t need LoRs, but you’d want LoRs. They help.
It means you can't apply again to that designator, you can apply to others, I would evaluate what may have caused the DNR prior to applying to others. What does “do not return” means? Commissioning into the navy is basically done? Or can you still apply to upcoming board?
I did some digging. Navy OCS boards (from what I understand) do not see medical waivers or medical information. MEPs handle that, and you would not be in this position if you weren't deemed medically fit or if your medical waivers had been denied. They, however, do see 'morale' waivers and non-medical waivers, in addition to all your other stats, like your academic record, leadership potential, OAR, LoRs, etc.My guess would be some sort of medical waivers but I’m not sure

Very insightful. Thank you!I did some digging. Navy OCS boards (from what I understand) do not see medical waivers or medical information. That is handled by MEPs, and you would not be at this point if you weren't deemed medically fit or had medical waivers denied. (Edit: People who're denied/DNR are probably denied for things they're not telling you. Probably involving 'moral' waivers, past conduct deemed unbecoming of an officer, a criminal record, tried concealing something/lied, and recent drug use. But I am just speculating.)
