My guess would be some sort of medical waivers but I’m not sure
I did some digging. Navy OCS boards (from what I understand) do not see medical waivers or medical information. MEPs handle that, and you would not be in this position if you weren't deemed medically fit or if your medical waivers had been denied. They, however, do see 'morale' waivers and non-medical waivers, in addition to all your other stats, like your academic record, leadership potential, OAR, LoRs, etc.

(Edit: People who're denied/DNR are probably denied for things they're not telling you. Probably involving 'morale' waivers, past conduct deemed unbecoming of an officer, a criminal record, tried concealing something/lied, and recent drug use. But I am just speculating.)
