I thought they had equal number of slots for each board

That is what NRC plans for, however you have variables that can alter the spots, such as ISPP and ISEL. If you get a bunch of those applicants submitting then all of a sudden spots are no longer available.

it's pretty typical to just sit around for a while in Pensacola before classing up for NIFE. idk what the current wait times are, but I checked into NASP in November 2023 and started NIFE in May 2025

Recruiter said he had all the information he needed from me/all paperwork was filled out and that my application is up for this board. Enlisted Air Force flyer, no waivers, going for SNA 54 7/9/8. BUT on the APSR, he didn’t have me fill out my college information (B.S Business Admin 4.0). He never actually asked me for it. Did he send up an incomplete package, meaning I won’t be boarded this go?

Your best course of action would be to probably talk to your recruiter. I don't know exactly how Prior E works and how and or if it changes the process
