Does anyone know if they run out of quota filling ISELs they stop filling the June board?

IE: would a 7/7/7 3.0 gpa ISEL get a slot over a 9/9/9 4.0 regular board because they weren’t able to have a final transcript in prior to the board deadline?

To my understanding, that absolutely can happen - a lower scoring ISEL will potentially take the slot of a higher scoring regular applicant if slots aren’t available to pass both
