I can also help with this. PenguinGuy (the husband) is a SWO junior officer. He is a ROTC grad who went SWO. We also have friends here who commissioned SWO from the USNA and OCS. Between all these people, most of your questions could find an answer.

Your dependents will be eligible as soon as they have been enrolled in DEERS. I do not know when this happens for OCS candidates. Just remember that until they are in the system, they don't exist.

Be very careful about this though! I did the same thing only to discover that the university had stamped "released to student" on the transcript before sealing it in the envelope and sending it to me. Having it say "released to student" means the Navy won't accept it.

SGLI is completely separate from the Navy Mutual policies we talk about. You are automatically eligible for the SGLI when you join the military. Navy Mutual is a company that will sell you an insurance policy based on a number of factors including health.

You don't have to be a civil engineer to join the CEC. They have preferred engineering majors, civil, mechanical, electrical, but will look at others provided they are ABET accredited. Is your ChemE degree from an ABET accredited program?
