My roommate lives on that lake. To echo what andrews7 said, they aren't rare at all in WA. I see them pretty often on the west side of the state. I'd like to fuck that guy up. That's terrible. Lake Tapps is quite a ways away so it's pretty unlikely it was the same eagle.

The Mini OCS I went to was a major shock. I was expecting us to discuss what OCS would be like, not get torn up by Sergeant Instructors for two days. It was an awesome learning experience though.
