    I've done both. The "sea - shore" translates to "overseas - conus.". Like most jobs, qol/satisfaction depends on your boss. I have been lucky, for sure. To OP, chance of waiver is minimal. HUGE applicant pool of guys with Masters, language, full overseas tour.
