Granted, they are also the state that put a $3000 lien on my checking account because they thought I owed them state income taxes for living there. Despite being a TX resident. Burden of proof on the defendant. Nice.

They tried getting taxes from me, guy I talked to was being especially difficult. I told him that if he forwarded it for action I'd personally sue him. No more problems with them trying to get taxes from me.

I remember back in 2002 Oceana required a VA state inspection to get base stickers, regardless of state of registration. They then later retracted the requirement due to the unlawfulness of the fed enforcing state inspections, or something to that regard.

NOB had the same requirement. If you had your car registered in a state that didn't require an inspection (like Florida) then you had to get a Virginia inspection and emissions check to get a base sticker.

Then the base got a new a JAG who explained that what the base required was illegal. He actually got the base to change the rule because it was the law (and he had Florida plates on his car too!)

Jacksonville has already waived the requirement - went through yesterday with a rental and they told me to put the contract away - not needed anymore.

The policy is not waived, just not being enforced.

The enforcement of the smog check will continue. The Navy & the EPA have an agreement on this and that is what took the Navy 2 years to figure out (2 years since last attempt to do away with stickers). There will still be a vehicle registration "process" for the base, at that time, such things are supposed to be checked.

I recently got two new stickers for my wifes & my vehicles at NAB Coronado. Not a mention of a smog check requirement. What am I missing ???

Each member will be required to register their vehicle, same as ever. Just no stickers anymore. When your ID is scanned entering the base, it can be flagged if you have lost your base driving privileges. Random "security" checks will be used to enforce the registration/insurance/smog stuff.

While this make sense that the info would be on the ID card, I just remember the back up that happens when the gate guards tried to scan ID's each morning, maybe they have a better system in place now.

Seems logical then, that I can put a $915 lien on the CA State Treasury... for my (electronically filed) state income tax refund, filed over 3 months ago. Transmitted at the same time, my Fed tax refund took only 10 days! Oh wait... CA's treasury is bazillions overdrawn already, even a "rumored" CA tax refund IOU would look good right now!:(

And FWIW, I had the EPA issue getting tags at Miramar. My car is pretty heavily modified in ways that would make it basically never pass a smog check (if not WOT it smells like a gas station in addition to not having a catalytic converter), which ended up being a big deal there in spite of the car being registered in God's Country (holla @ Brett) which doesn't require it for mil out of state or anyone that lives anywhere other than a couple specific places. I'll plead the 5th as to how I finally was able to stop trolling from gate to gate to find a guard that would let me through without stickers :)

IIRC there is a certain cutoff for MY that exempts the car from having to do it......something around 4 yrs old or less, or pre-EPA. So if you and the mrs are rolling around in newish cars, that would prob be why.

I don't know about that. At 32nd street in the summer of '11 I took my brand new model year 2011 car, purchased new 5 months previously and still got rejected until I got smog tested.

I was looking for someone to remove my cat conv when it went bad while I lived in CA. Apparently, it's a $3000 fine there if a mechanic does it, so I put a high-flow model on instead.

In California there is no rolling old age cutoff. Post 1976 cars had some sort of smog equipment and thus require a smog inspection. Pre 1976 don't have smog so don't get tested.

I've been scanned at Dry side, Miramar and NANSI (though it's rare at the last two) and there's never been any mention of my vehicle registration, just that my ID is valid. The driving priveleges thing makes sense, but I'm not sure how the data gets on the card. For "security check," my papers would still be in order...there's no requirement for me to smog check my car with my registration, and I'm not required to reregister my car in CA since I'm military. I know I'm using logic and common sense to approach the rules, something not always executed by the MA that you have to deal with on base.

So what exactly is the EPA agreement? Is it CA EPA? There's no such issue in certain other states (like FL), just registration and insurance. FL used to have some counties that required smog checks, but that went away many years ago.
