I don't understand why it's so difficult to end racism. All you need to do is simply stop using race as a basis for anything. Any policy that uses race as any sort of basis is a racist policy. I am appalled that senior leadership would embark upon this path, yet unfortunately I am not surprised...

I don't know enough background to tell whether or not the email says what the Times says it does. I read the email on CDR Salamander and I could read it either way.

If the Navy really is institutionalizing discrimination, though, I wonder what President Obama would say that would do to "our basic notions of fairness."

I can't imagine who would want to be on that list really. Being of the penisless variety, I'm a minority by Navy standards, but I think (and truly hope) that everything I've received in the Navy, both for good and for bad, has been because of my merit or lack thereof. Things like this make me doubt my abilities, because I have no way of knowing if I've truly accomplished something, or if it was just handed to me.

Big Navy seems to be of the opinion that you can change centuries of institutionalised discrimination by tilting the scales entirely towards "minority" groups within one generation.

You can't.

Looks like a tempest in a teapot. Out goes a data call for a list of "diverse" officers with high potential, and what plans are set in place for career progression. Most supervisors should have an idea as to their people's desire as far as career progression goes, and they should have provided some career counseling and have aided in getting them ready for the next step in their career desires (schools, training, etc.). If this came to me I would say "ENS Smith wants to be an engineer and LTJG Jones wants to enter the Safety Program; I've counseled Smith that he should pursue graduate programs and improve his GRE scores and I'm working with the XO to get Jones a job as the Ground Safety Officer.

Of course I could say that about the folks in my department, no matter what color, but this data call doesn't ask for anything else.
