I tell ya what they were thinking, why do we all have to go this slow? I know, I know!!! The freakin COD can barely keep up with the E-2 so it slowed down for the join-up, followed by the rest of the airwing.

There's some great VFR flying to be done in Japan - decent low levels too.
What I thought was interesting was the utter and complete lack of Japanese general aviation as a factor when planning low-levels or operating in MOAs. In Japan in 2004, there were 700 GA aircraft; by comparison in the US, there are apparently ~220,000.

As slow as the COD is, the helo's can't keep up. (Maybe a 53 could?)

No, a 53 could not. Thing is, as all turbo prop types know, the higher we go, the slower we go. The E-2 at least has 427's with a bit more shp and thrust. We used to form on E-2's in the break and when they went full power, they would easily pull away from us. So depending on how high, things are going to have to slow down because of the COD. Granted the E-2tops out the same but it can sustain 300knots better than the COD could. Maybe at some altitude things became even, I don't know. I know the highest I ever flew in the COD was about 28k and that was due to being on top of a building storm with all those lifties. Picture was probably done at 250KIAS, a speed everyone can obviously handle.
