A close up on our way up to the Blue Route in Hokkaido in 2005; next to the low levels back in the Cascades, one of the best out there...http://www.navy.mil/view_single.asp?id=45190

What I thought was interesting was the utter and complete lack of Japanese general aviation as a factor when planning low-levels or operating in MOAs. In Japan in 2004, there were 700 GA aircraft; by comparison in the US, there are apparently ~220,000.There's some great VFR flying to be done in Japan - decent low levels too.
As slow as the COD is, the helo's can't keep up. (Maybe a 53 could?)
