So far, I would call Mexico's efforts against TCOs a colossal failure, and is the basis why I postulated it would take over 200,000 law enforcement individuals (not soldiers).If the country is able to establish even a basic functioning government I think the fight against TCOs will get easier. Mexico and Columbia have both increased their activities against TCOs and if Venezuela joins in then they have fewer places to hide. Although it will be far from easy, it can happen. I doubt it would take 200,000 U.S. troops, but it will require the cooperation of the Venezuelan people.
We don't have 200,000 LEOs to give to Venezuela.
If there isn't an honest actor at ground zero to police corruption then the corruption will continue. The time period for a response like you mentioned to be successful was like 15-20 years ago. But we were so pre-occupied with Islamo-terrorism half-way around the world that we turned a blind eye to our own backyard.
