For prior enlisted, are we able to put in a package if we aren’t 100% done with our degree right now, but would be before our OCS date? Ive heard of people doing this and I’m just curious about it. I tried to search MyNavy HR for more details on this, but had no luck.
Best bet is emailing Mr. Celestine. Have heard of folks getting waivers. Especially if they will have their degree completed by the convene date. I’ll PM you his email.

What happens when you report to OCS with a completed Master’s degree when you were selected with an undergrad?

1. Does your rank change upon graduation
2. Who will make the update to reflect the master’s degree completion for the next rank.

Does ISEL means the same a PRO-REC Y?

Since PRO-REC Y means the applications to NRC for medical review, and ISEL bypasses the normal board and goes directly to OCM for process.

No, ISEL is immediate selection, if qualified for ISEL then they get notified they are being processed for OCS. Pro Y means you were selected by the board and will be processed for OCS. It is probable that those picked by ISEL in the system will still say Pro Y since the USN doesn't update systems very often and you make due with what you have.

Medical happens before anyone goes to board or gets submitted for ISEL.
 
I'm graduating this June with a BS in Computer Science, and applying to Cryptological Warfare and Surface Warfare. The only thing I could think of that might hinder me is the fact that I only stopped using Adderall in April (technically March but there was a prescription written then already so I had to pick it up on April 15th). The Officer Recruiter seems to think I'll have almost no problems getting through MEPs and a waiver because I also have a letter from my psych that will be attached to the pre-MEPs paperwork. Should I delay my time going to MEPs until October so I can have a full 6 months, or is 3 months enough to get through? I really don't need the medication to function. I never needed accommodations in school, was/am a substitute teacher, 26, 61 OAR, 99 ASVAB.

Rule of thumb is at least 6-12 months fully cleared, however you have nothing to lose if you go to MEPS now. If you are DQ, you can try again in 6 months and so on…
