Can I become a NFO without a Top Secret Clearance?

Hey all,

I wanted to get feedback on something whenever you guys get a second.

Can I become a NFO if I don’t have a TS clearance? I have a secret but can’t get a TS clearance and will not be able to get one due to certain events in my past. Will this ultimately prevent me from being able to serve in this role? Let me know what you guys think. Thanks in advance.

Normally when you submit an application there is an SF 86 with it, if they realize that your clearance will not allow you to be commissioned in the designator you have picked they will not send you to board.

The link to the thread you were sent details issues with foreign contacts and I believe some of that has changed as after the last post was complete in that thread I had a couple applicants who had family that were not US citizens and lived overseas, those applicants were rejected by NRC.

You elude to your issues being with something you did, that is different, have they told you that you will never be able to hold a TS clearance? or is it that time will allow for something to change? You are AD right now so things could be different for you but it was my impression all officer applicants had to be eligible for TS Clearance when they applied through my office.

You could reach out to Paul Celestine and he may know the answer to this from what he has seen in the past.

They let me know that I will never be able to hold a TS Clearance. Just did a dumb thing when I was young, dumb, and stupid that I can’t take back. Didn’t hurt anyone but myself, thank god, but it is what it is.

I know that most of the helo aviators that I talked to only needed secret clearance to get in. I was just wondering if that held true for the NFO’s as well?

Call and ask the NRC processor, he might know the answer as he could have seen something like this. I know a SWO-N that had a clearance issue and if he couldn't get cleared for TS he would have to redesignate, and as a SWO-N there is nothing nuke wise that required a TS clearance, his issue was fixed.

Also, is contacting the NRC processor as simple as mailing Paul Celestines email? Just wanted to get clarification before I contact the wrong person.

Incorrect wrt rotary aviators.

The way things are going, you most likely need a tier 5 investigation and be granted a TS to be gainfully employed as an officer in the Navy. You seem convinced you will not be granted one after an investigation and adjudication.

The short answer is… no.

Longer answer: There's been grumblings that PA 106 (SNA/SNFO Program Authorization) will be revised soon and there will be a specific requirement to be SCI eligible, or something along those lines in terms of being eligible for a certain clearance.

For the OP, recommend you contact the Aviation OCM (Officer Community Manager) first and foremost to see if you're even eligible before putting in a ton of time submitting an application. As what others have mentioned here, most aviation platforms require TS-SCI.

Might help get you a better answer/recommendation if we knew, specifically, what you did . . .
