It doesn't necessarily mean those 65 won't ever be purchased. They cut the orders to the minimum to keep the line rolling while they extended the development time. It will be several more years before the first new ones arrive now, though. Will they wind up getting the full number of F-35's and will they all be F-35B's? Probably not.
