SWOs were a poor example. Sorry Steve. My point is this: Why do we have undesignated Airman, Seaman, and Firemen? Because it would be a waste of time and money sending a sailor to A school so he can chip paint for two years. Why would you not apply the same logic to officers who cost in some case 100 times more to train? For the most part the IA jobs could be done by any flavor of officer so why would you send the most expensive to train to fill those billets?
